This is a problem because Victoria could easly make her escape and ether the Cullens or the Quiletes would be able to attack her without breaking the treaty.
Page 124 of Shephenie Meyer's 3rd book Eclipse"werewolves are unstable Edward had said the people around them get hurt" Jacob Black is one of Bella's best friends and Edward told her she couldn't see him and i think this is the reson why because Bella could get hurt by Jacob because she could've made him angry.
